As to Pacific Grove, the General Plan (see definition of “Residential”) specifically prohibits short term rentals. The general plan is the land use constitution of any city or county. The Pacific Grove city attorney has orally informed the city manager that the city council may allow short term rentals in residential zones. He did not give an opinion that such a use would be legal.

Evidently short term rental opponents are preparing an “Initiative” that would outlaw short term rentals except with a vote of the electorate.

As a resident, I believe it is just a matter of time until blood is shed over this issue.
