Sumrall: Highway 1 toll could resolve traffic issues

Has anyone considered charging a substantial toll for drivers on Highway 1 below Carmel, similar to the 17-Mile Drive? The monies could help Big Sur businesses or go into a fund for disaster relief?

There will be no end to the cars and the litter, and degradation to the delicate environment, not to mention fires caused by illegal campfires or tossed cigarettes etc. Locals, and those staying at resorts would have passes. I often go to the Hermitage in Lucia, and each time I do so, the traffic and trash is worse. Something needs to be done. This is imperative.
