Signs warn of submerged pipes in the Santa Cruz Harbor. After recently passing through both the State Assembly and Senate, SB 834, is headed to the Gov. Jerry Brown’s desk for approval or veto. The bill, sponsored by Sen. Hannah-Beth Jackson, D-Santa Barbara, effectively blocks Trump administration plans to expand oil industry development up to three miles offshore from California waters. Gov. Brown has until Sept. 30 to make a decision on the bill.
